The FI is not able to raise enough funds to balance its central bank account. There
are a variety of possible reasons for that. Again they can be ordered intrinsic, specific
and systematic, reflecting the decreasing ability of the FI to manage them.
Intrinsic reasons
The FI is not able to raise enough funds because:
Ω Too much money was raised in the past by means of unsecured borrowing (other
FIs’ credit lines are not large enough)
Ω Liquid asset are not available in the right time and place, with the appropriate
legal framework.
